Alyene “Alye” Senger Mlinar is a Republican health policy expert with more than one dozen years of experience working in both the House and Senate and conservative think tanks in Washington.

Before joining Mehlman Consulting in late 2023, she served as a policy advisor to House Majority Leader Steve Scalise (R-LA), covering all health policy and tax issues. In her role with the Leader, Alye managed health care legislation across the Energy and Commerce, Ways and Means, and Education and the Workforce Committees, working with the committees to create and execute a legislative agenda for House Republicans. She also helped the Leader navigate all political, policy, and jurisdictional issues to prepare for House floor votes.

Before working for the Majority Leader’s office, Alye worked for Representative Scalise in the Office of the Minority Whip, analyzing legislation for members of Congress and staff before floor votes. In preparation for the 2022 election, she played a pivotal role in developing policies for the GOP’s Healthy Future Task Force included in House Republicans’ Commitment to America. She also staffed Whip Scalise for his duties as the Ranking Member of the Covid Select Subcommittee on the Coronavirus Crisis, including developing effective messaging, witness selection, Member statements, and witness questions.

Prior to joining Rep. Scalise’s leadership team, Alye was a professional staff member of the House Ways and Means Committee Subcommittee on Health where she was the lead staffer responsible for health tax issues, Medicare Advantage, Medicare Part D, and health system reforms (e.g., No Surprises Act). She assisted then-Chairman Kevin Brady (R-TX) and other committee members draft and analyze legislation and organize committee hearings and markups.

Before moving over to the House, Alye worked for the Senate Republican Policy Committee under former Chairman John Barrasso (R-WY) and for Senator Ben Sasse (R-NE). She started her career in Washington, D.C. as a research assistant and policy analyst at The Heritage Foundation in the Center for Health Policy Studies. She graduated with a Bachelor of Arts in Political Science from Kent State University and a Master of Arts in Public Policy and Administration from Northwestern University.
