Joe Brown is a government affairs professional and environmental policy expert with over one decade of experience shaping major legislation on Capitol Hill. His work has focused extensively on water infrastructure, permitting reform, environmental regulations, and stakeholder engagement.
Before joining Mehlman Consulting in 2025, Joe most recently served as a Senior Professional Staff Member on the Senate Environment and Public Works (EPW) Committee (Majority), where he was the Republican lead for issues related to the Clean Water Act, Safe Drinking Water Act, PFAS contamination, and permitting reform. In that role, he drafted legislation, coordinated oversight activities, and advised committee leadership on regulatory implementation and funding programs, including State Revolving Funds. He regularly represented the Committee before stakeholder groups and at national conferences.
Prior to his most recent Committee role, Joe served as Legislative Assistant to Senator John Boozman (R-AR), a senior member of the EPW Committee. In that capacity, he directed the Senator’s water, energy, and infrastructure portfolio, including appropriations matters, and served as Staff Director for the Senate Subcommittee on Fisheries, Water, and Wildlife. Joe played a key role in drafting and securing passage of the SRF WIN Act, later incorporated into the America’s Water Infrastructure Act of 2018.
Joe’s earlier work on the EPW Committee included helping author and negotiate the Water Resources Development Act (WRDA) of 2016, a bipartisan law reauthorizing U.S. Army Corps of Engineers civil works programs related to flood control, navigation, and ecosystem restoration. He supported hearings and briefings as a research assistant and helped advance committee messaging and stakeholder outreach.
Joe began his Capitol Hill career in the U.S. House of Representatives and previously worked for Capitol Hill Consulting Group.
A native of Florida, Joe holds a Bachelor of Arts in Political Science from the University of South Carolina, with a minor in Criminal Justice.
